National project "Education" and it's goals

National project "Education" is one of the national projects of the Government of Russia for the period from 2019 to 2030. One of its indicators is formulated as follows – the entry of the Russian Federation into the top 10 educational leaders of the world in terms of the quality of general education is one of the priority development goals of the Russian Federation for the next few years.

Achieving the set goals includes practice-oriented actions, such as provision of reliable data on quality education to each region of the Russian Federation, support of the low performing schools, based on development of the internal potential of regions.

Until 2024 annually 14 regions of the Russian Federation with a representative sample (about 1500 schools per year totally) will take part in the study and receive results individual. No regional rating is going to be created on these data. The results are provided in a form of a report.

Outcomes of PISA for schools

As a result, regions and schools receive reports from the OECD and the FIEEQ. The reports contribute to:

  • Developing regional analytics;
  • Increasing knowledge of regional data-driven systems;
  • Empowering schools and teachers by providing evidence-based analysis of student outcomes;
  • Measuring learners' ability to use and creatively apply knowledge;
  • Providing important information about the learning environment in the school by collecting contextual data on the socio-economic level of students and motivation to learn through student questionnaires;
  • Promote increased opportunities for peer learning among schoolы, teachers and education officials.
